The purpose of the Challenger program is to assist the national federations in their work to find new talent. The Challenger program is customized to the needs of the various federations. The support can be directed towards the athletes that are close to qualifying for the high performance and talent program; however it could also be focused on athletes at an earlier stage in their development. In order for a federation to qualify to receive support through the challenger program they must have a development plan informed by broad analyses. The plan should be well grounded and focused on specific areas of importance.
The association needs to produce a project plan and show the development potential of the group of athletes for which the support is intended.
